Business Rates for Treatment Rooms: Can a Salon Be Split?

A salon with several self-employed therapists does not automatically need several business rates assessments. Equally, one bill for the whole building may deserve a closer look where independent businesses occupy identifiable rooms. The question is how the premises are occupied and controlled in practice.

This guide is for salon owners, landlords and treatment-room occupiers in England. It explains the evidence worth gathering before asking the Valuation Office to review a shared property.

When might a treatment room be assessed separately?

The official rating guidance examines actual, exclusive, beneficial and sufficiently lasting occupation. A genuinely independent business occupying a defined room may meet those tests. Being self-employed or having a separate company is not enough by itself.

Start by asking who can use the room, for what purpose and on what terms. A dedicated room occupied on an ongoing basis calls for a different review from a couch hired for a few hours or a room shared by several therapists.

What does paramount control mean in a salon?

The Valuation Office considers whether the host has parted with possession and what control it retains. Rights to relocate an occupier, require sharing or direct the operation can matter. The written agreement and the actual arrangement both need examination.

A lock, a key and a room number can help explain an arrangement, but none decides the case alone. Shared reception, corridors or toilets also need to be shown on the plan so that the proposed boundaries are clear.

Evidence to gather before requesting a split

  • A measured floor plan identifying each exclusive room, the host’s space and all shared areas.

  • The head lease and each room lease or licence, including renewals and any relocation or sharing clauses.

  • A dated schedule naming each occupier, their room, business activity and occupation start date.

  • Photographs showing room boundaries, access, locks and any business signage.

  • Rent records and a practical explanation of keys, access hours, reception, bookings and utilities.

Put the documents in date order. If a room changed occupier or the layout changed, record that separately. A current photograph does not establish who controlled the room two years earlier.

An example of the distinction

Imagine two different arrangements. In the first, a therapist occupies the same defined room under an ongoing agreement and the salon cannot allocate it to someone else. In the second, therapists book whichever room is available and management moves them between rooms. These are illustrative examples, not client cases. They point to different occupation questions and require different evidence.

Will separate assessments mean Small Business Rate Relief?

A property split and a relief award are separate decisions. The Valuation Office decides the assessments; the council administers relief. Each occupier’s eligibility must then be checked, including any other properties they occupy.

In England, eligible ratepayers occupying only one property can receive full Small Business Rate Relief at a rateable value of £12,000 or less, with tapered relief above £12,000 and below £15,000. Additional-property rules can change eligibility. A split does not guarantee smaller bills or a refund.

What should you do next?

Before changing agreements, obtain a review of the arrangements that actually exist. Do not describe rooms as exclusively occupied unless that is accurate. Keep paying the current bill while a valuation case is considered; raising a case does not itself suspend collection.

For an initial review, send Business Rate Advisors Ltd the latest rates bill, floor plan, room agreements and occupation schedule. We can identify the evidence gaps and explain whether a property-split case merits further work.
